Job Vacancy: Accounts & Administration Officer

  • Location: Colne Town Hall

  • Hours: Full-Time, 36 hours per week (with occasional evening/weekend flexibility for meetings & events)

  • Salary: £16.62 per hour (during 3-month probation) | Rising to £16.90 per hour

  • Benefits: 25 days annual leave plus Bank Holidays, permanent contract, and a supportive team environment.

Colne Town Council is seeking a dedicated Accounts and Administration Officer to join our team based at the historic Colne Town Hall. In this dual-focus role, you will play a vital part in ensuring the smooth day-to-day operation of council services. Working closely with our Responsible Financial Officer (RFO) and Town Clerk, you will balance essential financial administration with diverse customer service and administrative tasks.

From managing purchase ledgers and assisting with audits to taking minutes and supporting our vibrant calendar of community events, no two days will be the same!

Key Responsibilities

Financial Administration:

  • Maintain the purchase ledger, process supplier invoices, and match purchase orders.

  • Prepare payment schedules and assist with bank reconciliations.

  • Support the RFO with financial reports, internal audits, and year-end procedures.

  • Ensure strict compliance with Council Financial Regulations.

Administrative Support:

  • Act as a welcoming first point of contact for members of the public, handling phone calls, emails, and face-to-face enquiries.

  • Provide administrative backing to the Town Clerk, RFO, and Councillors.

  • Assist in the preparation and distribution of official council agendas, minutes, and reports.

  • Attend occasional evening meetings to take official minutes.

  • Support the setup, delivery, and staffing of major civic functions, consultations, and community events.

What We Are Looking For

Essential:

  • Experience: Minimum of 2 years in a finance assistant, accounts, or purchase ledger role.

  • Tech Savvy: Confident using Microsoft Office (Word, Excel) and financial software packages (such as Xero, Sage, or equivalent).

  • Skills: Exceptional literacy, numeracy, and attention to detail, alongside strong written and verbal communication.

  • Attributes: A collaborative team player who can manage workloads independently under minimal supervision.

  • Flexibility: Willingness to work occasional evenings and weekends to support local meetings and community events.

Desirable:

  • Previous experience working within local government or the public sector.

  • Knowledge of council procedures, financial regulations, or agenda and minute preparation.
